Honeybourne Parish Council is reviewing the Honeybourne Neighbourhood Plan. As part of this work, the Parish Council is carrying out a Call for Sites to identify land that may be suitable for potential future housing development.
The Call for Sites will run from 22 July 2026 until 11.59pm on 18 September 2026.
The purpose of the Call for Sites is to give landowners, developers, agents and other interested parties the opportunity to submit land within Honeybourne parish for consideration. This will help the Parish Council understand what land may be available, suitable and deliverable before deciding whether any housing allocations should be included in the draft Neighbourhood Plan.
How to submit a site

Please include “Honeybourne Call for Sites” in the subject line.
Submissions should include the following information:
- The name and address of the site (including postcode or Grid Reference).
- A clear plan showing the boundary of the site.
- The existing use of the land.
- Confirmation that the site is available for housing development.
- The envisaged development proposal, including an approximate number of homes.
- Any known constraints or barriers to delivery, such as access, flood risk, utilities, contamination, ownership issues or tenancies.
- Whether the proposal can address any community priorities for development (listed in section 2 of the Call for Sites Site Selection Methodology).
- Indicative delivery timescales, for example 0–5 years, 6–10 years or 11–15 years.
Sites may be submitted by a landowner directly, or by an agent acting on behalf of a landowner.
What sites can be submitted?
The Call for Sites is open to land within Honeybourne parish. The Parish Council is seeking submissions for residential or residential-led development.
Submitting a site does not mean that the Parish Council supports development on that land. It does not mean that the site is suitable for development, and it does not mean that the site will be allocated in the Neighbourhood Plan.
How will sites be assessed?
All submitted sites will be assessed using the Parish Council’s Site Selection Methodology.
The methodology explains how sites will be considered, including matters such as:
- planning policy;
- flood risk and drainage;
- access and highways;
- walking, cycling and public transport links;
- landscape and views;
- heritage;
- ecology and biodiversity;
- infrastructure;
- relationship to the existing settlement;
- availability and deliverability.

The assessment process will consider whether sites are suitable, available, achievable and deliverable. It will also consider whether development could help address local priorities, such as walking and cycling links, open space, nature recovery, drainage, station parking, healthcare infrastructure and improvements to the village environment.
What happens next?
After the Call for Sites closes, the submitted sites will be reviewed and assessed against the Site Selection Methodology. The findings will then be considered by the Neighbourhood Plan Steering Group and Honeybourne Parish Council.
If any sites are identified as possible preferred options, these will be subject to further community consultation before any final decision is made about whether to include proposed allocations in the draft Neighbourhood Plan.
Any proposed allocation would also need to be included in the draft Neighbourhood Plan and consulted upon through the formal pre-submission consultation process before the plan is submitted to Wychavon District Council.
Important note
This Call for Sites is an evidence-gathering exercise. It is not a planning application process and it does not grant planning permission. Any future development proposal would still need to go through the normal planning process.
Personal contact details will be used for the purposes of administering the Call for Sites and may be used to seek clarification about submitted sites. Site information may be published as part of the Neighbourhood Plan evidence base, but personal contact details will not be published.
